David Swingle, 42, of Waverly, PA was one of two truck drivers killed on Wednesday when a culvert underneath Interstate 88 failed collapsing the highway. Swingle was headed eastbound on I-88. He was hauling a mail truck. The body of the second driver killed Wednesday, who was on I-88 West, has yet to be recovered.
